My brother and his girlfriend had a joint mortgage on an ex council property bought under a right to buy scheme. They split shortly after the purchase and she left. He cannot force her to be removed from the joint mortgage and he suspects that after the compulsory five year period she will ask him to sell the property. He has made monetary offers on several occasions in an attempt to buy her out of the mortgage but to no avail. He feels he would be in a better position in the upcoming years if he can prove he made a reasonable offer in the early periods of her departure. He has sent a letter on two occasions via signed for delivery but the letter never gets signed for or picked up from the post office. How can he have the letter issued to her ?
