As a Letting Agent am I obligated to discuss a tenancy with a family member of a tenant if I do not wish too?

No. If this person is not the tenant or named upon the tenancy then you don't have to have any conversation with them.
You can speak to them if you choose as long as you have written consent from the tenant.

Thank you for your response, this is something we come across all the time.

We often have family members/friend demanding to speak to us and we feel we have a right to say no, main reason being its very time consuming and messages can get misconstrued when speaking with a dozen different people. I wanted to check we were within our rights to refuse to speak to third parties about tenancies.
