I am completing a Judicial Review claim form and don't know

Resolved Question:

I am completing a Judicial Review claim form and don’t know who are the section 1 defendants and who are the section2 ‘other interested parties’.
I am appealing the decision of a Upper Tribunal judge to refuse an appeal against the decision of the First-tier judge. The case involves my appeal against a decision by the DWP that I had to repay an overpayment of benefit on the grounds that I was framed.
Are the defendants the judges and other parties the DWP or vice-versa?

The Upper Tier Tribunal is the defendant (as you are reviewing their decision) and the DWP is the interested party.
