Can the term 'shanty town' be deemed racist if used in an abusive manner towards a person of ethnic origin?
eg if someone shouts 'I have to look at your shanty town garden' when the garden is clearly well kept.

It would not be racist. People of all races can be associated with shanty towns. The comment would be defamatory, however, because it is untrue and could be actionable in a civil court in theory.
