If this is S117 - wrongful use of a disabled badge then that is a criminal matter and you do have a criminal conviction but not a recordable one so it should not show on your DBS checks.

I had a summons in the magistrates court from Croydon council and pleaded guilty by post. I was fined £145 plus £145 costs and £20 victim surcharge.

In that case, it shouldn't show on DBS checking which is the new CRB
