i was speeding 64 in a 40 limit the officer did not show me the speed camera he jusy pointed to it laying on his car bonnett he said he would report me to the police place as it was no longer his dececision i have waited 3 months to the day and now received the conditional offer of fixed penalty is this to late to be issued ***@******.***

Its not too late. If you had gone through a camera they have 14 days to send through the Notice of Intended Prosecution. As this was an officer that does not apply and they have 6 months to charge you.
