There is the possibility he may be operating a scam; by using the guise of a government grant to give us a 30% discount, when there are no longer grants available, thus giving the impression we are getting a good price for the job. If proven, how would that change things?

Thank you for your question. My name is ***** ***** I will try to help with this.
Not a great deal really. It would obviously reflect badly upon him and it might impact upon his credibility but a contract is still as binding as it always was.
At the very highest point it is a misrepresentation and then the question arisings of what specific loss is caused by that.
I would just focus upon the point that no work has been done.

I have now found out that the agreement does contain a 14 day cooling off period clause; it was signed yesterday - 20 July 2015.

How do we proceed, should we decide to cancel the agreement?
