i have a friend who is on a gbh charge with intent he has gone to court today because of non compliance

i have checked the court listing it says the following

non -compliance trc

trc def -issues raised non compliance trc pros

do you understand this wording

Yes, it is not very good news.
It usually refers to a circumstance where the defence list the matter for non co-operation of the defendant and a consequent application to have bail revoked.
A person is on bail on an implicit condition that he will co-operate with his solicitors. If he stops doing so then they are under an obligation to get it listed to seek the revocation of his bail and a remand in custody.
In fairness, it is fairly rare that it comes to that in practice as usually it is possible to get some instructions sufficient to write a defence case statement at court.

what does the non compliance mean would it be the defence or prosecution

It depends.
It could be listed at the defence request for non disclosure from the Crown.
