CPS is not liable for it's prosecutorial decisions. It is liable for it's admin errors.
There is clear case law to that effect.
I have often looked at this issue before largely because they keep prosecuting innocent men upon ridiculous allegations of sexual offences but unfortunately the case law is against you.
I'm very sorry as my own personal view is that there should be an option for the victim of a vexatious report.
