I have semi detached with a shared drive.

I think the neighbour has converted his garage (and added some more at the back) and is renting it out.

The 'tenents' use the shared drive for access to the outbuilding.

I do not want problems with the neighbour and was wondering if I could report the matter anonymously?

Also, if I sell the house do I have to declare this to anyone?

Sure, well you just report it. It's not a Dispute because you are only doing your bit as a good citizen in terms of the law.

Thanks but can the neighbour force the council to disclose who reported it? Or if the matter goes to court will the council use me as a witness/ my original complaint. My understanding is that some councils do not accept anonymous tips.

No, the council can't as it would be a breach of the data protection act.
The council can take the information but even so you can say who you are, they can't say where it came from.
