i have recieved a notice of intent to prosecute dated 02/09/2015 the offence is dated 26/06/2015 (a speed camera ).Can I reject it on the grounds it s time barred ?

Yes I am the registered keeper ,I purchased the car in June this year.

When were the DVLA told that you were the keeper?

The car was purchased on the 20/6/15 so the DVLA were notified the following week.

I am sorry but it is bad news.
They are not time barred. The obligation is only to write to the registered keeper within 14 days. At the time of this offence you would not have been registered as the registered keeper because the DVLA would not have updated their records.
What they have done is write to the previous keeper who has named you as the driver. Since they are inside of six months they are still able to summons which is the only relevant time limit because that of the 14 day rule.
I'm very sorry but that is your position.
