The short answer is no. Nothing in the Human Rights Act or the European Convention on Human Rights (ECHR) would allow you to medicate using cannabis. There is no 'Right to Self-Medicate' Article in ECHR. It is a criminal offence in the United Kingdom to possess cannabis and to self medicate would require possession.
