A friend of mine was sacked recently from a pub he was the personal licence holder for. He is unable to gain access to collect his belongings. Can you tell me if this is legal?

Apparently a stock take was down and they are saying they will keep his belongings until he pays for the stock being down. The problem is the stock taker isn't a legal one so we believe if any paperwork is given it will be illegal.
