I have received a NIP speeding offence I was not the

Hi I have received a NIP for a speeding offence I was not the driver at the time and I cannot find out who the driver was Prosecution service say they can charge me with the offence of withholding the name of the driver if it can be shown I have not tried to find the name of the offender unfortunately I do not know where to start the car is not mine and I do not know the owner or driver

But if you did not drive, have not driven and don't know who was diving you should say.
