Customer Question

Hello I have just received a single justice procedure for "not wearing a seatbelt" I passed a police van on my way to drop something off to a friend, as I stopped my van and got out the officer had pulled up behind me and said he had stopped to discuss why I wasn't wearing a seat belt, my initial reaction was one of shock as I had been wearing my seatbelt, I informed the officer that I had been wearing my seat belt, it was obvious that didn't like being told that he had made a mistake because at this point the officer became quite belligerent he asked for my details and I responded that I didn't believe that I needed to give my details unless I had committed an offence, again the officer stated that I had committed the offence of not wearing my seat belt, I again assured him that I had been wearing it and his response was "I will not argue with you, I know what I saw!" After 5 minutes back and forth with the discussion and when he informed me that he would arrest me for not providing my details I decided that I would rather give him my details than be taken to the local police station, after processing my details over the radio he then offered me a online course and FINE...........I was getting more and more confused by the minute all this because he thought he had seen me driving without a seat belt, at one point I remember asking him for proof of his accusation he answered again with "I know what I saw" he had a fellow officer with him who during the entire time did not utter one word, i again said I would not accept the FINE or online course because I had committed an offence, at this point he walked away saying that he would report me for the offence.
Any advice would be welcome
Regards
Simon
