Resolved Question:

Does my father need an LPA to make financial decisions for my mother (diagnosed with dementia) or is he legally recognized as next kin and could act on her behalf. Is the same applicable for healthcare decisions please?

He needs LPA. Banks etc won't deal with someone just because they are "next of kin". Important healthcare decisions also should be made by an attorney although in practice doctors will take account of relatives.
