My stepfather owns a sole non mortgaged property. He has recently had to move into a residential home. His stepson lives in his home (has done for a number of years 12+). A relative and his wife are moving to new jobs and will be living in the house temporarily and helping to pay the bills, until they find a house to buy. What are their liabilities. His stepson currently pays a reduced council tax and is aged 70+.
