If I buy a forward dated insurance policy over the phone and I cancel more than 14 days after, but before the policy has begun am I still entitled to a refund under cooling off period?

Usually The Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 would apply to products and services ordered over the telephone and you would be able to cancel within 14 days.
However Regulation 6 states:
Limits of application: general
6.—(1) These Regulations do not apply to a contract, to the extent that it is—
(a)for—
(b)for services of a banking, credit, insurance, personal pension, investment or payment nature;
Therefore they do NOT apply to insurance.
