A rather large proportion of council tax is paid in to the pensions of council staff. Extracting money for this purpose is NOT providing a service to the public. Given that councils in the UK are accountable to the public and the public do not get an itemised council tax bill, is the section 151 officer complicit in multi-million pound fraud when there is a failure to reveal exactly what council tax is being used for ?
