In Dec 2015 We ordered some fencing from a contractor.
He quoted £2200 to supply and erect the fencing, and we said please do the job.
We then had some difficulties in the business and could not payimmediately
He was very cross.
We are now in a better position and can pay.We have paid £1300 for materials.
To erect the fencing he has increased his fee from £900.00 to £1400.
We have said let us have the materials which we have paid for, and we will ask someone else to erect the fencing.
He says that we are contracted for him to erect the fencing, and will not release the materials.
Are we contracted to him when he has increased his price by so much. Do we have any legal right to collect the materials which we have paid for?

Customer: replied 1 year ago.
39;To cover 4 months storage in his yard, he had to pay his suppliers, interest on the late payment', (and I think, general frustration at not being paid on time).
