Thanks for confirming. Firstly, as a mother you will have parental responsibility you have the right to reasonably refuse the travel plans if there is a potential risk to your daughter.
Secondly, having considered the recent events and in accordance with the FCO foreign travel advice (https://www.gov.uk/foreign-travel-advice/turkey) their advice does not state that there should be no travel to Istanbul or thereabouts, but state that travellers should remain vigilant.
If there are further incidents that target Istanbul then you may have grounds to consider applying for a Prohibited Steps Order using form C100 (and a £215 court fee) to your local family court on an urgent basis to prevent the travel, if the father does not agree.
