Customer Question

If a house was on the market for 70,000 in April, then 65,000 in June. Then reduced again in July to 60,000. Is it legal for the estate agent to first ask for 80,000 then 60,000. Then when I have made 2 offers, say the vendor wants a figure starting with a 7.
