I was recently present in a meeting - 12 members present - a vote was taken to exclude a person from establishments in the area. Of the members present 4 voted for exclusion, 1 voted against whilst the other 7 members abstained for various reasons. The Chair of the Committee & members of an advisory body present have declared the vote for the exclusion, stating that of the 5 members who actual voted for or against & didn't abstain there was a majority for! Surely there has to be a majority of the total members eligible to vote? IE of the 12 members present a majority would be 7 of them voting for an exclusion!
