The Licensing Act 2003 s145 is quite specific

http://www.legislation.gov.uk/ukpga/2003/17/section/145

contains specific offences relating to children including: it is an offence for persons to allow children under 16 into premises to which a premises licence or a club premises certificate has been granted; or a permitted temporary event notice has been given that are used exclusively or primarily for the supply of alcohol, if they are not accompanied by an adult and those premises are open for the supply of alcohol for consumption there.

I understand that there may be a 9 PM stipulation in Northern Ireland but it doesn’t apply to the United Kingdom mainland.
