Ok - then no you dont have to do anything.

If you want to have the tree planted you can - but if you refuse there is nothing your neighbour can do.

Just as I thought. I have offered to contribute in the interests of good neighbourliness as I have no objection to the tree and it would in fact contribute to my privacy. All I wanted to be sure of was that do not have a duty to protect his privacy.
