Does an Irish District Court have jurisdiction to issue a court summons to someone who lives in Guernsey and if they did would it be valid

Yes they do. As the Channel Islands are within the EU for the purposes of the single market etc as have obligations under the various Treaties, then anywhere in the EU can issue a summons.

So yes, it would be valid.

Which treaties cover servicing a summons outsides it Jurisdiction. Guernsey has Tax sharing, free movement of people and trade treaties under EU but no legal jurisdiction treaties that I can find.
