My neighbours cat is entering my property by almost

Resolved Question:

My neighbours cat is entering my property by almost demolishing the cat flap to get in. We have tried everything possible to strengthen the flap, and have even glued blunted plastic spikes on the see-thru window such that it can't easily push against and force it open. All to no avail. It gets in... 24 hours a day unless we are here to stop it. It enters our house and pees on things constantly, beds, carpets, even my expensive hifi. I am at my wits end. The law appears to say that cats are beyond the law. I want the owners (our neighbours) to lock it it, re-home it, or put it down. But it seems the owners of this cat have all the protection in law they want, and that this is our problem alone. Where do we stand legally?
