my documents were sent by local court 19th September, is it correct to send to this court rather than a higher court to issue the claim and date expires 17-10-16.

The documents that were sent by my solicitors, were the claim form, particulars of claim, and the medical report in triplicate and court fee, to issue proceedings against the other party in my accident claim. I injured my foot on 18th October 2013 and the third year anniversary is now almost due. I want to know if the documents are deemed as issued on receipt at the first court - local court. This was on 19th September 2016. Does this date now protect my claim or is this only done when they are received by the Higher court in the centre in Northampton? Is the date they are received in Northampton important?
