A mortgage deed dated 30 January 2003 states that the Borrower charges the Property with payment to the chargee on 30 January 2005. To date, no steps have been taken to enforce the charge although on 22.05.2003 a caution was registered in favour of the chargee at the Land Registry.(The charge itself has not been registered against the Title).
As the debt has been due since 30.01.2005:
(i) are the chargee's rights under the charge statute barred under the Limitation Act 1980; and
(ii) is it now too late for the chargee to apply to the Land Registry to register the charge?

If the debt is secured then you have 12 years under the Limitation Act 1980, as it is a deed.

Therefore it is now not too late to secure it.
