Do you have prior purchases associated with your apple ID? For now you can always create a new Apple ID and setup your phone
Alternatively you can try to recover your Apple ID as follows (ref: http://support.apple.com/kb/HT5625?viewlocale=en_US):
Go to: https://appleid.apple.com/cgi-bin/WebObjects/MyAppleId.woa/
And Click on "Find your Apple ID"
This will search the Apple database to see if you have created a prior ID
and if so, provide you steps to recover the password
