I would like to delete photos ext. as I am paying for space.

Let's first check some settings.
On your ipad, if you go to settings > icloud > photos, is "icloud photo library" turned on?
Also, if you go to the following website
www.icloud.com
and sign in with your icloud id and password, do you have a "photos" app listed there?

If icloud photo library is not turned on, then the photos are not getting saved to icloud. So deleting photos will not increase space in your icloud account.
On your ipad, go to settings > icloud > storage.
What is the "total" and "available" storage listed there?

Thank you. 170GB is a huge amount of space.
Deleting photos will not delete anything from the icloud storage (as they are not currently saved to the cloud).
To free up space on icloud, you can delete any of the contacts, calendars, mail, documents etc from icloud by going to the following website from your computer.
www.icloud.com
Also, on your ipad, if you go to settings > icloud > storage > manage storage, you can find what apps/documents are taking most space in the cloud.
