Force restart the classic:
Slide the iPod's Hold switch to the "Hold" position and then toggle it back again to turn it off. ...Press the Menu and Center buttons simultaneously for six to eight seconds, until the Apple logo appears. ...Connect the iPod Classic to a power supply if it did not successfully reset.
I've done this, I currently have the ipod disconnected from the pc, it's fully charged

It may be defective and need repair which is why it would not restore, keep trying that's the only thing you can do or take it in for repairs.
