Plug in your iPad into a wall charger and hold down the POWER and HOME button together until you see the Apple icon. After the restart, see if it is charging. If it does not charge, please try the next steps..
Try using a different outlet in your house or try charging via your computer.
If that does not work, I would suggest that you replace the charger cable to see if the issue is your cable. 99.99% of these issues are either the charging cable or the outlet that you are using. If neither of those options work, please let me know and we can continue troubleshooting.

How old is the iPad?
If multiple charging cables and outlet do not work then the issue is with the charging port on your iPad. I would suggest that you take your iPad to a local Apple store so that they can quote you a price for the charging port repair.
