First, can you turn off the computer
turn it on and keep tapping F8 until you get to a menu.
Choose Safe Mode.
This should get you into Windows in Safe Mode (you wont have internet but it is not needed for this).
Once in, click Start, and type in
Press enter and follow the onscreen instructions to perform a Restore from a date before this problem occurred
Once completed, tell me if you can now start into Windows and use it normally please.
You have to do it via safe mode, so exactly as per my instructions Mike, not from within windows.

No problem, but no good shop would charge that little.
do the following please
Download CC Cleaner (free) from here
(Click Download Latest Version on the top right)
Then restart in safe mode
Run it and let it scan and repair your registry.
Once done, restart the computer
Click Start, All Programs, Accessories, right click on Command Prompt and select Run As Administrator.
A black window will open.
Type in it
press enter and when it has completed, type in
It will give a message "the type of the file system is NTFS cannot lock current drive.
chkdsk cannot run because the volume is in use by another process. Would you like to schedule this volume to be checked the next time the system restarts y/n" Say Y, press enter and restart the computer.
Please note, while this normally only takes 10 minutes to run, it can take at times number of hours if windows encounters many issues. If this is occurring it is critical to let this complete as it means you have corruption on the hard drive that it needs to fix. Even if it looks like the scan is not progressing, it is, please just let it run to completion. Windows will then start when it has.
Than tell me if you still have the problem please

Are you able to go to Start, Control Panel, User Accounts and create a new account?
Whats the make and model of the computer?
ok, your going to need to do a reinstall of windows, we cannot repair it as none of the repairs will even run.
Copy off your data from the computer, programs you will need to install again.
Then power it off
Then power it on and keep tapping F11 until you get to the recovery manager
Choose to do a factory restore which will reinstall windows.
Once done, install your programs again and it will function correctly again.
