Can my elderly father refuse to be transferred from Nepean hospital to Springwood hospital. He agreed to the first transfer 2 months ago but due to a burst blood vessel in his nose he has been transferred back to Nepean for appropriate level of medical care. He wishes to refuse to be transferred back to Springwood when the time comes

This is an Australian hospital. I likes Nepean. He spent his first 4 mths there before being transferred. The Drs at Nepean said they did not have a ward suitable for his rehab. He has 0had his big toe amputated, has cronic heart disease and type 2 dibetis which is u ncontrolled. His stay at Springwood showed no walking, litlle dressing of his toe.They sent him back to Neapean every 2 wks for the wound care. I have the aged care assessment completed as high needs and am hopi g he can stay at Nepean in care until a placement is avaiable but the Nepean staff are trying to refuse that stay and are pressuring him to accept the transfer.
