It needs to be seen, examined, and maybe tested to be diagnosed.

Most commonly what you describe would be fungal.

Chlortrimazol is a good cream.

however, it could be eczema, psoriasis, allergic reaction, or other skin problem....

And, any rash can reflect underlying diseases including autoimmune disease.

So this is not treat at home or leave it alone.
