steroids can induce hypopigmentation
but this is not permanent
the effects will fade over time
though it has already been there for some time there has been no fading because she has not faced sunlight for some time
it should fade in 3 months time
when she faces the summer sun
it is not a permanent effect
the melanocytes which are the pigment producing cells are suppressed by the steroid
that is all, no other cause
so ask her not to worry and be patient
she should use sunscreen
this will allow the area to fade in gradually
without sunscreen the effect will be more prominent
time is the best healer for this
Topical Psoralen +PUVA light are used for treatment.

yes, steroids dont kill the melanocytes

it suppresses them temporarily
if she is very worried and sensitive about this see a dermatologist
topical creams will help to recover earlier
generally creams are not advised for suuch hypopigmentation due to steroids
time is usually the best solution
PUVA light can be used
perhaps best solution is to use a lot of sunscreen and makeup of the affected area till it comes back
but main point is not to worry and to be patient
damage is not permanent and it will come back
