you need to see a doctor right away about this.
you could have a bacterial or viral sinus infection causing the pain behind the eye.
or this could be coming from a type of orbital migraine headache
you need to see a doctor to be properly evaluated and treated.
you might need a course of antibiotics or treatment with migraine headache medications.

Sometimes when I'm out. i just assumed it was because of the cold weather
it could be due to cold weather.
or it could be due to chronic sinusitis infection of your sinuses.
which can cause pain behind the eyes.
