A friend underwent neck surgery after hand surgery failed.

A friend underwent neck surgery after hand surgery failed. He went home from hospital that day but had to return the following morning as his hand went numb. He was kept waiting until 4pm before someone saw him. By this time the numbness had spread and he is now paralysed from the neck down with just a little movement in one shoulder and slight feeling in one hand. Is this likely to be permanent?
