I have a rash on my right leg. tiny blisters look like blood vessels popped. very very itchy. swollen ankles. had anti biotics but not helped. my doctor says she doesn't know what it is??

I also have ischeamic heart disease

The heart disease is not responsible, and an allergic reaction to medication normally affects back and belly, not only a single part of the leg.
I suggest you try cortsione cream to eas the itching and swelling, and cool down the leg with cold compresses.
Most probably you had contact to a poisonous plant or were bitten by insects like sandflies.
