I have a cluster of spot/pimples on penis they keep coming back every few weeks? What is this?

Keep coming back, I went for a bike ride yesterday and think the shafing brought them on?

OK. These look like what's called molluscum contagiosa--caused by a virus similar to the virus that causes warts on fingers. Not venereal warts, and these don't look like herpes.
The other possibility would be small cysts called Fordyce spots.
Molluscum usually come and go and they aren't dangerous and not contagious
That said, the only way to be sure about this would to have a doctor look at them

Depends on what they are but if it isn't herpes tretinoin over the counter cream can be used.
