Hello from JustAnswer.

It is difficult to know why the Elder Care doctor did not refer you immediately, although I can postulate a possible cause. It may be that the anomaly is either too small or in a portion of the brain, that it would not cause the various symptoms that you describe.

As for whether to see a private doctor more quickly, the larger concern for this is the fact that you say the symptoms are deteriorating. The anomaly does not indicate a need to be seen quickly if there were no worsening symptoms. But with the severity and worsening of symptoms, it would be appropriate to be seen more quickly, and if this can be done more quickly by seeing a private doctor, that would be appropriate.

If I can provide any additional information, please let me know.
