it looks like a bad fungal or bacterial skin infection.
in the summer you can have excessive moisture and sweating in that area and fungus like to grow in dark, warm, moist environments.
you need to get some over the counter antifungal sprays and powders at your drug store
like tinactin sprays or powders, lamasil sprays or powders, Nystatin powders and use them 2-4 times a day on the area
and keep the area dry and see if that helps.
it should get better in 4-6 weeks
if it doesn't get better, you need to see your GP doctor.
