In CT abdomen X-rays are used for imaging study, while in ultrasound abdomen high frequency sound waves (ultrasound) are used for imaging.
Therefore there is no risk of radiation for ultrasound abdomen. This is the reason it is the initial imaging study that is often ordered.

Yes despite a normal ultrasound scan more detailed imaging is possible by a CT scan leading to an accurate diagnosis.
