Most likely this is related to a pinched nerve in the neck

A disk in your cervical (upper) spine is bulging out and pressing on a nerve

This usually doesn't cause neck pain but more symptoms of numbness/tingling in the arm, head and hand.

You need some xrays of the neck and to see a good physical therapist or chiropractor

that will/should take care of it
