The only printer that is still being manufactured that I'm aware of that is compatible with Windows 98 is a laser jet and it's quite pricey (much less if you want to go the refurbished route). It is the Samsung ML1740 and can be found on Amazon:

For inkjet printers, you would need to go used/refurbished and I would probably suggest the Canon Pixma IP3000, which can do a good job handling both standard documents as well as high-quality color photos. This one you can also pick up from Amazon and can find it's listing here:

Your best bet would be to find one of those printers--or a similar printer--on the used market on Amazon or eBay.

I grew up using Windows 98 so it's sad for me to see support for it dying out, but that's the case at this point. The last major Internet browser to support 98--Opera--discontinued their support in the newest version a couple of years ago. It's unfortunate.
