ok, you set the wrong Date of Birth David, and it sees you as under 18

To get parental consent is a very long process, and will often be rejected by Microsoft.

I advise you to make a new account as you just made this one.

It is critical to specify the correct birthdate as they use this to check that your over 18.

Once created you can then use this new account without hassles.
