Hello John! Thank you for your question. I am a licensed computer professional with over ten years of experience, and I will be assisting you today.

I'm sorry about the issue. What's the model of your new windows 7 computer? Is it a laptop or desktop?

Are you trying to install Microsoft Office software?

Please reply at the box below. Thank you,

Sorry, that's okay. Can you install the battery (if it's not installed yet) to the laptop, and connect the power cord/charger from the electrical outlet to the laptop, then turn it on, then let me know?

Thank you

The seller did not provide you a charger/power cord for your dell laptop?

If you do not have the power cord/charger cable for your Dell laptop, then you need to buy one. If you need help finding the right one, can you please check at the back/bottom of your Dell laptop for the exact model of it, such as Inspiron 1545, Latitude E6410, etc.
