What's your antivirus/security program if any? Can you disable your antivirus/security program temporarily and try again?

And/or when you open / run the Elsinore.ScreenConnect.Client item, when it shows the block window, can you click on anything in it?

avast antivirus I am unable to disable same

Can you right-click on the Avast icon at the bottom right of the computer's screen, then select the option Avast shield control, then disable it for 1 hour? Then try again. Thank you.

I have done as instructed , I am told that a code will be sent to me

and on the next page they ask for that code which I have not got

If you had already closed that page, then try again at the website https://account.live.com/ResetPassword.aspx, then when it prompts you to send a code, then click on the option I already have a code or something similar, then enter that code, and continue.
