press the windows key and R key on the keyboardin the run box window type control panel and click okcontrol panel window will openclick on appearance and personalizationclick on Taskbar and Start Menu Propertiesclick on start menu tabcheck (or uncheck) the option titled "Use the Start menu instead of the Start screen." Then, click OK. You will be warned that you need to sign out before the change will occur.

press windows key and R keyin the run window type cmd and click oktype Powershell in the black window and hit EnterPaste the following command in the Administrator: Windows PowerShell window and press Enter key:Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}Wait for PowerShell to execute and complete the command. Ignore the few errors (in red color) that may pop up.When it finishes, check if you get the start button and cortana or not

before trying further steps, please note that you can reopen this chat window from just answer email by clicking on view answertry thispress windows key and R key togethertype msconfig and press entergo to boot section, click on safeboot and networkclick ok to restartafter restart just repeat the process but uncheck the safe boot square in msconfigrestart again..after that check if you get the start menu and cortana working or not let me know the status
